Thesis is devoted to theoretical analysis of legal issues and regulatory determination axiologicaly person's duties and identify the factors that affect the performance of their duties in the face of various social - important areas of public life. Given the author's definition of "person's duties" by describing their unity in the sense of legal and moral components with a focus on international legal standards in the field of human rights. Indicated that a limited number of responsibilities are evidence and grounds of law that the general movement of Ukraine to build a legal state the main trend is reducing the number of individual responsibilities. The conclusion of the formation legal institute basic duties as chief General Institute consisting foundations of the legal status of man and citizen. In the new role of the basic duties uncovered face in building legal state in Ukraine, notes that, speaking legal form of the relationship of the citizen and the state, they are a legal means of execution of the latter of its functions, an important tool for the prevention of imbalance personal and public interests, ensure their coexistence and clever combinations.
