Essay

The dissertation substantiates the prerequisites for forming the concept of the circular economy, defines its theoretical and methodological basis and directions of reforming the state policy in ensuring the implementation of the provisions of the circular economy. The theoretical and methodological design of the state risk management of the transformation of the economic system to the circular model is proposed and a comprehensive mechanism for the formation and implementation of the state policy of the circular economy is constructed. The system of public-private partnership was improved and the cluster structuring approach as a means of implementing the state policy of the circular economy was substantiated.
