Arzamasova O. Management of the personnel potential of the state in the conditions of new economy building

Object - the system of personnel management of the state. The purpose - is to substantiate the conceptual foundations and develop practical recommendations for modernizing the personnel management system of the state in the conditions of building a new economy. Methods - scientific abstraction, analysis, synthesis, structural and comparative analysis, system approach and economic-mathematical modeling. The results are the creation of a theoretical basis and deepening of the applied principles of management of the state's personnel potential, which will contribute to the construction of a new economy. Novelty - for the first time, a conceptual model for managing the personnel potential of the state was proposed in the conditions of the formation of a new economy; Improved interpretation of the concept of "human potential of the state", interpretation of the concept of a new economy, theoretical and organizational approaches to institutional provision of management of the personnel potential of the state in the context of building a new economy, scientific and methodological foundations of information and analytical support for managing the personnel potential of the state; developed further scientific and theoretical approaches to macroeconomic analysis of the personnel potential of the national economy, organizational and methodical approaches to strategic planning of the personnel potential of the state, directions of diversification of financial provision of personnel potential development, scientific approaches to the system of training and qualification improvement of the personnel of the new economy. Introduction into the practical activities of the Committee on Social Policy, Employment and Pensions of the Verkhovna Rada of Ukraine, the Department for Economic Development and Trade of the Ternopil Regional State Administration, the Executive Committee of the Ternopil City Council and the educational process of the Ternopil National Economic University. The scope of use is the work of the Ministry of Economic Development and Trade of Ukraine, the Committee on Science and Education of the Verkhovna Rada of Ukraine, the State Employment Service of Ukraine.
