Danyliuk M. Government bonds in financial debt securities restructuring

The object of investigation is financial debt securities restructuring through the procedure of issuance and placement of bonds. The purpose of investigation is systematization and deepening of theoretical foundations and methodical approaches to the restructuring of financial debt securities as well as the development of practical recommendations on how to optimize them through the placement of government bonds on this base. The methods include system analysis, logical analysis, synthesis and comparison, statistical, factor, graphical analysis, economic-mathematical, graphical and tabular methods. The results comprise theoretical grounds to prove the wider use of government bonds in the process of financial debt securitioes restructuring in current conditions of macrofinancial imbalances in the national economy. The novelty implies that the hypothesis of the wider use of government bonds in the process of financial debt securities restructuring is well-grounded and empirically confirmed; Новизна - обґрунтовано та емпірично підтверджено гіпотезу щодо розширення практики використання державних цінних паперів при реструктуризації фінансових боргових зобов'язань; the scientific-methodical approach to risk assessment of management of financial debt was offered; the scholarly-systemic approach to selecting the schemes of financial debt securities restructuring was developed; the scientific-methodical approach to formation of an effective portfolio of government bonds was improved; the interpretation of the term "financial debt securities" was clarified. The findings of this research were successfully implemented in the practical work of the Ukrainian Stock Market Development Institute, the Office of the State Treasury Service in Ivano-Frankivsk, the Financial Department of the Kosiv District State Administration, the Office for Economic Development, Trade and Tourism of the Kosiv District State Administration, PJSC "Accent-Bank" and the educational process of Ternopil National Economic University. The scope of use is the work of the Ministry of Finance of Ukraine, the National Commission for Securities and Stock Market, the Committee of the Verkhovna Rada of Ukraine on financial policy and banking activities.
