Essay

Thesis is devoted to discovering of the main tendencies in modern state functions' development, which reflect the dynamics of traditions and innovations. Author shows that in contemporary theory of state the doctrine of state functions is fragmented. It is so because most of the researches are focused on investigating the particular functions without taking into considerations a general picture. It is proposed to treat the state functions as the specific channels of communications between state and society, which arise as a result of rationalisation of their normative and institutional grounds. It leads to their development as discourses - stable and continuing forms of interaction between people, concentrated around the issues of common significance
