Matvienko V. The mechanism of governance development of the railway sector in Ukraine

The object of the research is the development process of the railway industry state management directions of the Ukraine. The purpose of the study is to substantiate theoretical and methodological approaches and to develop scientific and practical recommendations for improving the mechanism of state governance for the development of the railway industry of Ukraine at the expense of expanding organizational and economic and resource tools for increasing the competitiveness of the railway industry in the conditions of Euroregional cooperation and integration. Methods of research - historical; analysis and synthesis; comparative analysis; methods of deduction; mathematical methods. Practical significance of the obtained results: scientific conclusions and generalizations of the dissertation research are brought to the level of concrete directions that are the basis for their introduction into the practice of state management of the railway industry with the aim of improving the management mechanisms for the development of this industry in Ukraine. The scientific novelty of the obtained results is to substantiate, deepen and develop scientific and methodological and practical recommendations for improving the mechanism of state management for the development of the railway industry in the conditions of railway transport structural reform in providing the Eurointegration vector for the formation of a competitive environment in Ukraine. The scientific and methodical approach to the reform of the railway industry of Ukraine was improved on the basis of generalization of strategic directions of rail transport reform in Ukraine in accordance with the norms of the European Union; scientific and methodical recommendations on organizational and economic directions of the railway industry modernization by the components and sources of their financing; scientific and methodical approach to implementation of the state governance mechanism for the development of the railway industry of Ukraine with the definition of the main, generalized by the author, goals, methods and results of implementation. The further development of the conceptual foundations generalization of the state management system formation and development of the railway industry of Ukraine was obtained; theoretical provisions concerning the development of public administration existing mechanisms in the transport sector; definition of transport policy principles of Europe by management levels; scientific and methodical approach to the estimation of railway transport investment attractiveness of Ukraine; the principles systematization of public administration formation and development in the field of security in the railway transport, directions of implementation and use of twinning projects.
