The object of the research is the technologies of formation and development of the administration system at machine-building enterprises. The research aims to the development of theoretical and methodological principles of applied formation and development of the administration system at the enterprises. The author used such methods as: generalization, comparison, systematization, historical-chronological analysis, morphological analysis, methods of analysis and synthesis, methods of expert estimations and empirical research, as well as appropriate methods for processing personal data; methods of applied statistics, correlation-regression analysis, method of taxonomic analysis; graphic method. The theoretical value of the thesis refers to the study consists in the developed classification and content filling of the main components of the administration system and the development of differentiated strategies that identify the administration in accordance with the existing conditions and the state of development of individual enterprises. The practical significance of the results is: in shaping a model that establishes the actual level of enterprise development by grouping the indicators of economic activity of the enterprise, using the taxonomic method for calculation; as well as in establishing the size of the gap between stakeholders through the correlation-regression method. Scientific novelty of the results: for the first time there is developed model for identifying the discontinuity of interests between groups of stakeholders, on the basis of estimating the size of the gap and identifying its causes; the model of evaluation of the level of development of the enterprise, based on the use of taxonomic analysis, has been improved; the classification of elements of the administration system at the enterprise is proposed, with the help of the allocation of separate groups of components, subsystems, which form it, using system, process and situational approaches; have gained further development of the interpretation of the concepts of "administration", "management", "administrative management", "administration system", "management system" and the construction of hierarchical links between management and administration, "gap interests" and "conflict of interest" to differentiate these concept in practical application; the structuring of a plurality of key indicators in the development of the administration system on the basis of correlation-regression analysis; the formation of strategies for staff development in terms of tangible and intangible rewards has been developed. The subject of research refers to theoretical and applied provisions on the formation and development of the administration system at machine-building enterprises. Author's recommendations are used during the formation and development of the administration system at the enterprise. The sphere for the use of author's recommendations is revered to the enterprises.
