We have determined the basis of the budgetary policy preparation in the stimulation system of economic development. This basis is represented by a combination of the budget system adaptive institutional architectonics and fiscal regulation instruments, structure optimization of budget revenues and expenditures, interbudgetary relations, medium-term budget planning and forecasting, based on the interrelations between the financial globalization trends and the government financial policy priorities. The operational approaches to the budgetary mechanism in advanced and emerging economies were generalized and systemized. The statements on the essence of budget policy as an instrument of state financial regulation of social relations are developed. The budget revenues and expenditures formation approaches adjusted for the business cycles are improved. That will contribute to enhance the efficiency of financial regulation mechanism aiming to achieve the objectives of stable economic growth. Functional structure model of budgetary policy influence on social and economic development is improved. Statements on the establishment of the interbudgetary relations to determine the local budgets financial provision are improved. In the thesis we have improved methodological approaches to ensure a long-term balance of the budget system.
