The essence of state budget preparation in the system of financial-economic regulation, which is related to fiscal mechanism utilisation considering the economic cycles and institutional basis of financial architectonics, increasing the quality of medium-term forecasting and planning of budget revenues, expenditures, deficit and the efficiency of their impact on economic development is revealed, it could contribute to achieve the proper perspective goals of social development. The state budget preparation experience in advanced economies and economies in transition is generalized and systemized. The statements to medium term budgeting in the system of financial and economic relations are grounded. The methodological basis of the budget policy is improved. The statements to provide the tax regulation measures take into account the assessment of fiscal instruments influence on macroeconomic dynamic and the necessity to ensure the adaptation of tax level and structure to proper economic conditions; the approaches to planning the state budget expenditures; the main basis to develop performance-based budgeting toward management excellence in budget organizations are improved.
