Essay

The dissertation clearly expresses the scientific and practical substantiation of ways of improvement of the organizational and legal mechanism of autonomy public administration of the Ukrainian higher educational establishments. The public of development of the scientific theme, its conceptual apparatus has been analyzed, the content of the research main concepts has been formulated and specified. The clarification of the terms “autonomization”, “the mechanism of the atonomy public administration of higher educational establishments”, “the organizational and legal mechanism of the autonomy public administration of higher educational establishments” has been proposed. The concept of the “the autonomy public administration of higher educational establishments” has been expanded. The tasks and functions of the public in the process of giving the rights of selfgovernment, independence and autonomy in the conditions of reforming the educational sphere to higher educational establishments have been characterized. The conceptual approaches to the development of public organizational and managment systems of higher educational establishments in foreign countries have been generalized. Thus, its perspective models for Ukraine have been revealed. The key characteristics of implementation of the organizational and legal mechanism of autonomy public administration of higher educational establishments on the basis of foreign experience have been determined. The peculiarities of the development of the public administration national normative-legal base in the sphere of higher education, its shortcomings and ways of their elimination have been considered, as well as practical ways of improving the legal regulation of public-government relations in the field of higher education, in particular by resolving specific legal conflicts and removing gaps, correcting normative errors, etc. have been offered. Scientific and practical recommendations for the implementation of the organizational and legal mechanism of public administration for the autonomization of higher education establishments have been formulated, and the priority directions of its improvement have been substantiated.
