Essay

The thesis is dedicated to the search of ways of counteracting the challenges and threats to the national security of Ukraine in the sphere of historical memory by means of public policy. The mechanisms of adoption and implementation of national memory policy are considered, ways for their optimization are offered. The main attention is paid to the existing regulatory framework and practices for its creation, the distribution of powers between the central authorities and the institutional infrastructure that is at their disposal. The author formulated methodological principles aimed at maximizing the national memory policy effectiveness. He also substantiated applying the principles of historical validity, aesthetic appeal, political correctness, coherence and consistency – in the development of a repertoire of memory policy; the principle of instrumentality – in shaping public perceptions of the past, establishing the memorial canon and regulating public representation of historical memory.
