Artemenko I. Interaction between public authorities and civil society institutions in formation and realization of youth policy

Theoretical foundations of interaction between public authorities and civil society institutions in the formation and realization of youth policy are substantiated in the dissertation. Models that provide management improvement by the interaction of public authorities and civil society institutions in the sphere of youth policy formation and realization are defined and characterized, in particular subject-subject and subject-developing models and object-oriented (subject-object) based on social partnership of public authorities, institutions of civil society and youth, and also it is substantiated that the subject-subject model based on the principles of equal partnership subjectness parties, voluntariness, compromise, consensus, acceptance of duties by the parties within the partnership and establishing responsibility for their enforcement, that provides symmetry of subjects relations between which they are established, the implementation of which will positively affect the level of processes of formation and realization of youth policies and will ensure the diffusion of social partnership practices in the segments of youth policy where they are not represented is the optimal one.
