The thesis is devoted to the complex scientific research of theoretical and methodological bases to form and use the organizational and economic mechanism to provide the budget security of the state for the purpose of guaranteeing the stability of the budget system functioning. It investigates theoretical bases of the budget security, as well as studies the classified peculiarities of the elements in the budget security, as well as reveals the economic nature of the organizational and economic mechanism to provide the budget security. The scientific work defines risks and sources of danger for the budget security; it clarifies the key danger for the budget security of the state; it explains the set of instruments and indices to estimate the quality of the budget security.
