Essay

The systematization of ideological-philosophical and scientific concepts of sovereignty in political thought is carried out. It is proved that sovereignty is changing and evolving as a result of the rivalry of various branches of power and in response to social needs. The content and peculiarities of sovereignty are elaborated, in particular, two dimensions of sovereignty are distinguished in view of the influence of norms and provisions that allowed (re) conceptualize sovereignty as a sign (attribute) of the state, on the one hand, and sovereignty as an institution of the international community - from another, and also to differentiate on the basis of these criteria certain approaches of the science of international relations on issues of sovereignty. The empirical dimension of sovereignty in contemporary international relations is analyzed and the contradictory nature of "desovereignization" of international actors is substantiated.
