Object of research: process of formation of labor potential of communal enterprises. Purpose: scientific substantiation of the mechanism of formation of labor potential of communal enterprises on the basis of leadership. Methods: dialectical, formal-logical, content analysis, economical-comparative, sociological survey, economic analysis, structural-functional. Novelty: for the first time, theoretical principles and practical recommendations for the implementation of the concepts of leadership in the management of communal enterprises have been developed and a mechanism has been developed in which the principles, tasks, methods, forms, tools and organizational structure of the respective management processes are detailed, improved the approaches to positioning the communal enterprise in the socio-economic space based on the definition of the dualistic purpose of functioning, the peculiarities of regulatory regulation, functions and expected results of activity, method of diagnosing the formation and development of leadership potential, taking into account peculiarities of communal enterprises, methodology for evaluating situational leadership influence, approaches to selection and career advancement of employees of communal enterprises taking into account the providing of the concept of personal features of the leader, model of situational leadership «7-C» in accordance with the needs of management practice of communal enterprises. Scope of use: in the activities of the Volyn Regional Council in the selection of managers of communal enterprises and the development of proposals for the development strategy of communal enterprises, public organizations to promote the development of communal enterprises, under the management of the state production and trading enterprise VolynFarmPostach, in the educational process of the Lviv University of Business and Law during the preparation of educational and teaching materials and teaching of disciplines "Management", "Economics of Labor and Social Work relations".
