Essay

Object – the processes of educational services of higher educational establishments market forming. The purpose is to deepen the theoretical positions and develop methodological approaches and practical recommendations aimed at improving the formation of the market of educational services of higher educational institutions in the conditions of European integration. Methods – abstract-logical method, analysis and synthesis, method of expert evaluations, method of strategic analysis, method of statistical processing of data and computer processing of economic information. The results – the substantiation of theoretical and methodological provisions and the development of practical recommendations for the formation of the market of educational services in higher education in the conditions of European integration. Novelty – improved: theoretical position regarding the formation of the market of educational services by substantiating the features of educational services, which is a commodity in this market, that will allow universities to forecast their activities through strategic planning of development; the interpretation of the concept of "educational service»; methodological approaches to the assessment of the functioning environment of higher educational institutions through the use of SWOT-analysis, which will enable to determine in inextricable connection both internal and external environment and predict the level of development that will promote higher competitiveness of universities; further developed: a scientific and methodical approach to the analysis of the infrastructure of the educational services market, which involves the implementation of the model of mutual partnership "higher educational institution - the branch of economy - the state"; theoretical and methodological approaches to the definition of the quality of educational services, namely: objectivistic, relativistic, competency; criteria for evaluating the effectiveness of scientific and pedagogical staff of higher educational institutions by substantiating additional components of the final evaluation; model of a continuous system of motivation of work of scientific and pedagogical workers of higher educational institutions; priority directions of higher education development for raising the level of competitiveness in the educational market. It was introduced into the activity of the Lviv Trade and Economic University, the Private University of Economics and Business, Ternopil National Economic University, Ternopil Regional Council, the Department of Education and Science of Ternopil Region, State Administration and the educational process of the Izmail State Humanitarian University.
