Essay

The object is the process of forming the managers’ competence-based approach to management in health care facilities. Our goal was to develop theoretical and methodological principles and provide practical recommendations for the development of competence mechanism of managers of medical facilities in the health care system. Methods – dialectical method of scientific research using a systematic approach, comparative and statistical analysis, method of systematization and generalization, multi-factor analysis, correlation-regression analysis. Results – we developed theoretical and methodological principles, and provided practical recommendations for the formation of competence mechanism of managers in medical facilities of the health care system. Novelty – we have improved: the definition of "competence", "manager in the health system", "mechanism of forming of competencies of management personnel"; the conceptual approach to managing the competence of managers of health care facilities, which is a synthesis of methods, principles and instruments aimed at: achieving a cumulative effect from competence-conditioned activation of managers of health care facilities with a view to identify and interconnect management stages; the strategy of development of managerial competencies of managers of medical facilities in the field of healthcare that is based on the expected behavior which, when creating a role profile conditioned by the position (post), becomes an effective tool for improving management activities; organizational and economic mechanism of providing competence of managers in the health care system through the use of formal models of manager’s competence, based of which we developed motivational levers of motivation for innovation and research activities, which will ensure the increase of competence level of managerial staffing and effective management of medical facilities. Introduced into the activities of the municipal non-profit enterprise "City Communal Hospital No 3" of the Ternopil City Council, Ternopil Regional Communal Clinical Psychoneurological Hospital, Ternopil Regional Pediatric Clinical Hospital, Ternopil Regional Clinical Cancer Dispensary. Scope of use – activities of medical facilities in the health care system.
