Zabeyvorota T. Modernization of the System of Public Administration under the Conditions of Decentralization of Authorities

Object of research: the phenomenon of modernization of the system of public administration in the conditions of decentralization of power. Goal: conceptualization of theoretical foundations, definition of historical features and development of priority areas of decentralization of power as a prerequisite for the modernization of the system of public administration in Ukraine. Methods: categorical and etymological analysis, historical, synchronous and diachronic, structural-functional, comparative-historical and comparative-legal analysis, statistical and structural-system methods. Results: is the study of the process of decentralization of power as a prerequisite and result of the modernization of the public administration system in Ukraine. Novelty: the priority directions of modernization of the public administration system have been developed on the basis of the use of the national state tradition and foreign experience of decentralization of power; improved? an approach to systematization of the basic theoretical concepts of public administration in terms of the implementation of the potential of decentralization of power, etc. Introduced in the activity of the Kharkiv Regional Council and others. Areas of use: public administration, local government, training and retraining of civil servants, local government officials.
