Polulyah R. Theoretical and historical principles of development of the national model of public administration by electronic medicine

The dissertation is devoted to actual problems of formation and development of state management of electronic medicine in Ukraine. Ukraine lag far behind in this aspect from many countries of the world. Theories of state management of electronic medicine in the context of building a relationship between the state and society are not developed in domestic science. The situation in Ukraine differs from foreign countries. This leads to the reform of public administration in the health care sector of Ukraine without taking into account the needs and characteristics of the development of society. The author's theoretical substantiation of the model of state management of electronic medicine and definition of its conceptual foundations made it possible to formulate the main directions of building new relations between the state and society. This contributes to building a relationship between government and a new virtual form of informal community associations. All this requires a change in the style of public-management activities and the development of sectoral aspects of public administration. This will speed up the processes of reforming public health governance and make it relevant to the current state of development of society. The author of the dissertation systematized the concept-categorical apparatus of the characteristics of the model of state management of electronic medicine and foreign models of state management by electronic medicine; singled out the conceptual foundations of the definitions of "electronic medicine", "state management of electronic medicine", "model of state management of electronic medicine", provided their author's definition; generalized the foreign theoretical model of state management of electronic medicine; highlighted the main stages of the establishment of public administration of electronic medicine in Ukraine; characterized the role of executive bodies in this process; developed the author's theoretical model of state management of electronic medicine as a new type of relationship between the state and society, which provides a new style of state-management activities. The author proved the expediency of developing a new concept of relations between public authorities and associations of citizens that are informal in the virtual community. This will provide an opportunity to solve a number of problems of the development of the Ukrainian model of public administration of electronic medicine and its active implementation.
