The dissertation project focuses on the comprehensive study of the motivational factors, the legislative and normative base of the repressive-discriminatory policy of the Bolshevik leadership, (forbidden) regime and y isolation measures during 1917-1953. On the basis of a wide array of sources covering archival and published documents, modern theoretical and conceptual developments of domestic and foreign scientists, an attempt was made to systematically reconstruct one of the most odious vectors of the Soviet ruling elite - state terror against its own people. It is shown in the work that immediately after the seizure of power, the Bolsheviks resorted to the isolation or destruction of their political opponents. Legitimation of the state of the "dictatorship of the proletariat" was thus subordinated to the legislative and normative process. From the beginning of the 20th century, the judicial and extrajudicial practice of expulsion was regulated.
