Yedinak Y. Institutionalization of district administration in the city in the system of local government in Ukraine

The thesis summarizes the theoretical principles of institutionalization of the district administrations in the city and elaborates scientific conclusions and proposals on improving the institutional support of district administrations in the city in the practice of local government in Ukraine. We investigated the theoretical principles of institutionalization of district administration in the city in modern conditions. It is shown that in the scientific and normative base the formation and development of such executive body of the city council as a district administration in the city is not sufficiently investigated. We established that this institute of local government was created as a result of practical activity and the management of the municipal economy and developed its form exclusively at the level of acts of local government. The analysis of various forms of government of districts in the city shows that the search for a rational model of city government constantly requires changes to the structure of executive bodies of the city council in order to a model that would coincide the needs of the city and the norms of the current legislation. It was established that during the period of Ukraine's independence in cities with district division an additional local government body was created, which arose as a result of practical management of the municipal economy. Result of the absence of a clear definition of these structures at the level of legislation in the field of local government became a reason of inconsistencies in their functions. The imperfect form of institutionalization of the district administration in the city as an executive body of local government does not provide an opportunity to ensure the effective implementation of the functions and tasks assigned to it. During the studying the f institutional improvement of district administrations in the city administrations, it was revealed that there is currently a problem of the absence of a comprehensive analysis of the formation of the structure of district administrations in the city as the main component in the overall structure of the executive bodies of the city council.
