The dissertation is devoted to the discovery of psychological peculiarities of the development of social and communicative competence of teachers of the institutions of general secondary education, theoretical substantiation, development and experimental verification of its developmental program in terms of postgraduate education. On the material of theoretical analysis the concept of the development of social and communicative competence of a teacher is formulated as an evolutionary process of the progressive acquisition of qualitative changes in the development of psychic properties which provide the personality with the ability to reach the partnership relations with all subjects of the educational process, taking into account the needs, values and goals of all the participants in interaction within the framework of socially acceptable behavior and effective communication. Structural-content model of the development of social and communicative competence is worked out, the criteria and indicators are specified and substantiated. The author's technique "Self-assessment of social and communicative competence of personality" was created, experimentally verified and standardized. Developing program "Social and communicative competence of a teacher" was worked out and its effectiveness is experimentally proved. Psychological peculiarities of the development of SCC of the teachers of IGSE are as follows: the development of subcompetencies is conditioned by the specifics of professional activities and depends on the profile of the academic discipline and educational degree, it does not significantly depend on the age of a teacher and the profile of educational institution; the genesis property of subcompetencies is their ability to undergo significant changes under the psycho-diagnostic influence; the dynamics of the development of social subcompetencies outstrips the dynamics of improving communicative subcompetence; the genesis of SCC of a teacher is more intensive if he has a high level of actual development of the subcompetence "Relations with himself".
