The author has characterized the achievements of domestic and international law schools of the mentioned problems. The author has systematized the existing in legal science concepts regarding the understanding of the concept of "departmental rule-making", its purpose; on this basis the author has suggested own definition of the mentioned concept and has characterized its important features.
