Essay

The dissertation provides a comprehensive theoretical study of community participation in the exercise of public authority. The author systematically examines community participation in the exercise of public authority, there’re grouped and specified forms of its participation on the following criteria: type of public authorities, participants, time, election period, consequences, humanitarian component, degree of mass, scope, scale, stage of public authority exercising, form of exercising. The dissertation in order to update general theoretical law introduces in the system of legal categories the concept of right to participate in the implementation of public authority as a subjective right of a person, which provides an opportunity to effect public authorities and local governments in order to realize social consensus decisions on the state and local communities development; the right of citizens to participate in public affairs is demarcated and the right of individual to participate in the exercise of public authorities. The author formed the legal definition of social and legal activity as qualities of a person that encourage him/her to participate in the public and legal life of society and implementation of public authority, determines involvement in the processes of political life, and is manifested in any action through which person is trying to influence public authorities. The ways of improving the functioning of public authorities are proposed.
