Polyniuk N. Formation of local budget resources in Ukraine.

On this basis, we have clarified the categories and concepts of financial resources of local budgets. Namely, we have formulated the author's definition of the term "local budgets" and specified approaches to assessing the interrelationships between certain items of local budget revenues and income from social insurance funds, using a correlation-regression model. Offers for increasing the share of local budget revenues from local taxes and fees have been recognized. Scientific and methodological approaches focused on the administrative-territorial independence and financial autonomy of local authorities, taking into account relevant changes in the budget process. Directions of introduction of new approaches towards organization of inter-budgetary relations based on the principles of budgetary federalism and fiscal autonomy, and provide for strengthening of financial independence of local self-government bodies.
