The Dissertation provides a theoretical generalization and solution to the important scholarly task – grounding the ways of improving the theoretical and methodological, conceptual approaches to the improvement of Ukrainian state politics in the sphere of socio-economic development in the context of European integration.
The approaches are analyzed to the determination of the notions “socio-economic development”, “state politics” in the scholarly works of national and foreign researchers and scholars, the scheme is suggested of the interconnection of the socio-economic development components, key attributes of the socio-economic development. Based on the studied scholarly material in the Dissertation the author’s interpretation is suggested of the notion “socio-economic development in the context of European integration” under modern development of the state with market economics. The author considers the essence, forms and methods of the state politics of the socio-economic development, and the logical scheme is provided of the state politics formation in the form of cooperation between the politics and state agencies, responsible for this process, in the conditions of influence of the other factors.
The foreign experience is researched of the state politics realization in the sphere of the socio-economic development, mainly, the pattern of modern social state, the analysis of the capital involvement was conducted, regulation of employment in USA, Great Britain, Central and Eastern Europe.
Based on studying the “politics” definition the logical scheme is suggested of the state politics elaboration, administrative and economic methods of state politics are considered. The basic forms of the state politics are analyzed in the sphere of the socio-economic development, in particular, the budget and taxation, money and credit, pricing and administrative-economic regulation. It was proved that these forms determine the direction of the state economic system and, consequently, social development of the society and level of the population life-support system.
The works analyses modern condition in the sphere of the socio-economic development of Ukraine in the context of European integration. The peculiarities are considered of the state politics realization in the sphere researched. The indexes are grounded of the state economic politics. The tasks are considered which the state social policy shall solve. The Thesis provides the argumentation to the events which the complex socio-economic state politics shall realize. The institutional insurance of the state politics is provided in the sphere of Ukrainian socio-economic development. The indexes of economic and social development of Ukraine are evaluated and it is concluded that the critical phenomena are conditioned by the imperfect state politics. The experience of the public administration is provided in the developed countries and the possibilities of its implementation into the Ukrainian society are considered.
The author noticed that negative consequences of political situation over the last several years became the alienation of Ukrainian territory, expropriation of economic property, destruction of infrastructure, suspension of production, drop in employment and forced migration. At the same time the high level of economic openness is observed, which reinforced its vulnerability as to the reduction of foreign demand and aggravation of the world market conditions.
It was researched that the factor of improvement of the socio-economic development of Ukraine is constituted by the innovations towards which the economic state system shall be oriented. In the sphere of the stable socio-economic development the state shall provide for realization of the transformations in the society which shall be calculated long-term. With regard to the long-term strategy, the state politics shall hold a course for the essential reconstruction of the economic complex of the country which will allow taking Ukraine to the next level of living providing for its leading positions in the international system of economic relations, and improve the state rating and people’s welfare. The mid-term perspective shall be characterized by the modernization of the production capacities, capital renewals and improving the level of the sci-tech potential.
The author grounds the ways of improving the state politics in the sphere of the socio-economic development in the context of European integration. It was determined that the state shall realize its activity through implementing the national socio-economic development strategy, which is presented in the Thesis in the form of the conceptual scheme. Main components of this scheme shall be regulatory-legal, institutional, informational and staff assistance of the state politics realization in the researched sphere. It is argued that the key objective of the state strategy shall be economic growth and national development.
