Nechaiuk I. The budget deficit in the mechanism of the state financial policy

The dissertation is devoted to the scientific and theoretical substantiation and development of practical recommendations for improving the mechanism of budget deficit management in the financial policy of the state. Budget deficit is an effective tool for regulating social and economic processes. The theoretical substantiation of the budget deficit as an indicator of imbalance of incomes and expenditures is made, its relationship with the macro and micro indicators of socioeconomic development, the volume of gross domestic product, profit and its influence on the formation of budgets of all levels are revealed. The reasons for the budget deficit have been identified, namely, the inability of the state to ensure the budget is filled with necessary revenues. The foreign experience of budget deficit management and its adaptation in Ukraine is researched. An assessment of the current practice of the formation and use of the financial policy mechanism in Ukraine in the context of budget deficit management is evaluated. Proposed scientific and methodical approaches to the use of regression modeling in order to select the most influential determinants of the budget deficit of Ukraine, which makes it possible to determine the directions of optimization of the budget deficit management mechanism in the financial policy of the state. The main directions of improving the efficiency of budget deficit management in Ukraine are substantiated and certain measures aimed at reducing the budget deficit are identified.
