Essay

The dissertation examines the mechanism of the reform of the civil service institute in the context of establishing a communicative interaction between the civil service institute and the public and within the civil service system. The basic approaches to the study of civil service as a social institution are determined. It is proved that the institute of civil service is a complex phenomenon and includes legal, organizational, economic, cultural, professional, moral and ethical, communicative components of functioning. The social essence of the civil service institute is characterized. It is substantiated that the efficiency of the functioning of the civil service system requires the creation of an effective mechanism for managing its functioning. The effect of institutional, organizational, economic and socio-communicative mechanisms of management of the functioning of the civil service institute is analyzed. The feasibility of using sociological researches in the system of civil service in the context of improving the communicative mechanism of its functioning is substantiated. The directions of improvement of the socio-communicative mechanism of functioning of the civil service are proposed.
