Revealed that one of the major factors that reduce the effectiveness of the organization is building stochasticity construction process. As a result, the construction of any object there are a number of deviations of actual terms of supply and resources from the project that are based on performance schedules, charts admission to the facility building structures, products, materials, equipment, etc. in part PVR. The analysis of the current state, existing tools and prerequisites for process improvement organization building. The basic outlines basic principles and formalization of construction organization, which in turn determined the methodological basis and progress further research. The new system will formalize the organization of the facility, which is based on the format of «black box» and tsilespryamuvannya at minimizing deviations building project, implemented in seven phases. Prediction deviations terms of supply of inputs to construction sites proposed to take into account the trends of previous periods on the basis of operative information received in real time, depending on the fractal characteristics of the test series. This approach is the theoretical basis for building an information-technology organizational models and adaptive models as components of a single innovation SFPB construction, taking into account in predicting the timing of delivery of resources stochasticity construction process. Within established SFPB developed and proved organizational and technological tools adjust resource providing construction project, which includes the following elements: a system of information exchange between management and line staff individual contracting company (Model «info-bud») and adaptive models intended to predict terms of supply of resources and their adjustment (Model «Rees-operation»). The combination of these models provides synergistic effect – the format of the new analytical space provides effective visualization of organizational and technological and administrative interaction between members of the construction project, developer and stakeholders, and through efficient communication in the generated toolkit element models Holt, Holt-Winters and autoregression provides construction project management reasonable deviations forecasts realistic terms of performance and delivery dates of project resources. SFPB format developed special modules forecasting deviations in real terms of project delivery resources defined during the development of engineering documentation (OCD, SWR), based on a set of adaptive models, choosing the most suitable for the prediction of which is based on fractal characteristics of a number of variations of previous periods and seasonally adjusted data series. Proved developed tools practicality formalization of construction management by introducing the results obtained in the practice of construction of the city. Kyiv created an information base and the corresponding software product that is simple and accessible form, makes it possible to quickly and efficiently carry out calculations.
