Lesyk O. National system of public administration: it’s formation and development models

In the dissertation research the solution of the actual scientific problem concerning the theoretical and methodological grounding of development models of the national system of public administration and the development of practical recommendations for determining the optimal path of transformational changes under the globalization processes conditions is proposed. Theoretical approaches in domestic and foreign scientific thought to researches of public administration system in general and application of the modeling method in particular are generalized and systematized. The urgency of modeling method application in public administration sphere was grounded, its main advantages are determined, the existing disadvantages and ways of avoiding their manifestations are emphasized. The structure and components of public administration models with emphasis on interconnections are determined. On the basis of constructing the logical chain of concepts “state administration – the system of public administration – the model of public administration” the essential features of the key definition of the research are identified, its clarified definition is given. The concepts of “public administration model”, “public administration reform model”, “models in public administration”, “models of organizational systems in public administration” are delimited and that the main difference between them lies in the plane of the ratio “a model – a prototype”. The structure and components of public administration model with a special emphasis on interrelations in it are determined. It is proposed to consider a target component, a subject and an object, a complex system of interconnections between them to be the components of the system. The attention is focused on the defining nature and role of interrelations in the public administration system functioning, the types of relationships are described, the role of reordination and coordination is emphasized. The types of ordering of public administration system elements are analyzed, the growing relevance of the heterarchical ordering and possible variations of the coexistence of the heterarchical and hierarchical ordering of the elements of the state administration system are emphasized, the dynamism and flexibility of the heterarchically ordered systems are emphasized. Based on the analysis of the history of the formation of the public administration national system the main features of each stage are outlined. Summarizing them the main archetypes of the inherent system are singled out which are manifested now as a factor of heredity. The main opportunities and threats for further development, which are derived from historical experience are determined. The model of public administration is constructed on the research of the current state of the national system of public administration, its key disadvantages are determined. Based on the comparison of the current state with the projected one the optimal model of public administration is constructed, the path of transition to it is outlined.
