In the dissertation it is formulated and solved the scientific task in the field of “Public Administration” science, which is in the substantiation of the approaches to improving of the integrated mechanism of public administration of investments in regional development and in the working of practical proposals for the development of its legal and regulatory framework, improvement of the system of regional target programs evaluation that ensure the increase of the public investment policy efficiency. The structural analysis of the concept “mechanism of public administration of investments in regional development” is carried out, its essence and meaningful content are revealed; the structure and components of mechanism of public administration of investments in regional development are investigated, the methodical approach to its formation and conceptual vision of the integrated mechanism of public administration of investments in regional development are determined. The mechanism of administration of the programs of the territory depression overcoming realization process is researched; activity of the State Fund for Regional Development is studied and types of its legislative provision are determined. Suggestions for improving of legal and regulatory framework of the components of the integrated mechanism of public administration of investments in regional development are given. Foreign experience in budget programs evaluating is analyzed; the national system of regional target programs evaluation is researched; main problems are determined and methodical approach to its improvement is proposed; the methodology of integral assessment of regional target programs is developed.
