The dissertation is devoted to solving the actual scientific problem of deepening theoretical and methodological foundations and developing practical recommendations for the development of ecological-economic and institutional principles of development and implementation of land management and land organization efficiency at the local level in the conditions of new land relations and decentralization of power. The conceptual basis of institutional provision of land management and land management at the local level has been formed, which includes local land use development programs, land management and urban planning, land design and land management, and infrastructure provision to land management. The logical-semantic model of urban planning and land planning (designing) in the system of territorial planning of land use of rural territories, a system of criteria and indicators for assessing the efficiency land management and land organization efficiency, which includes ecological, economic, legal, informational, technical and technological, social, social and budget efficiency, is developed, methodical approach of ecological-landscape planning and land management in Ukraine taking into account the experience of foreign economically developed to The methodological principles of determining the economic, social and environmental efficiency of land management and land organization efficiency within the territories of village councils, which, in contrast to existing, take into account the diversity of economic criteria (land acquisition, land management efficiency, land use capitalization as a result of land management and land organization efficiency), social (productivity, land tenure motivation, sustainability in land use development), environmental (change in anthropogenic load, reproduction of useful power spines land resources, harmonization (balance) land use) efficiency and corresponding performance evaluation.
