Rodchenko I. Development of mechanisms of self-regulation in the system of public administration.

The thesis presents a theoretical generalization and a new solution to the scientific problem - the definition of conceptual foundations and the identification of priority directions for the development self-ordering mechanisms in the public administration system in Ukraine. The self-ordering phenomenon in the public administration system of is revealed - it is the development self-ordering mechanisms of its structures and processes. It is established that one of the primary tasks in streamlining the system of public administration is to bring its structure in line with the functional field determined by the public needs and needs of the subject in public administration, as well as the establishment in it of clear subordination and coordination cooperation. Two main approaches to overcoming the initial disorder are singled out, the first is the process of functioning, and the second is a stable gradual development. A classification of the types of disorder by the features of the target, functional, structural and evolutionary is proposed. A modern paradigm for the development of self-ordering mechanisms in the state administration system in Ukraine has been formed. The problematic issues of the development of such mechanisms are identified. The reasons for all types of disorder were estimated using the expert survey method. It is established that the prospect for the development of this system consists in a comprehensive reform by introducing certain strategic changes in the structure and functions. To this end, a number of model-approaches, four possible strategies and directions for further research have been proposed.
