The dissertation is devoted to the scientific substantiation of state administration theoretical and methodological principles in shaping the political culture of the individual as a process of acquiring political knowledge and experience, development of political consciousness and self-consciousness, political behavior of the individual in the context of Ukrainian society modernization. To achieve the objectives in the dissertation, a complex of general theoretical and special-scientific methods of cognition was used, which made it possible to systematize empirical information, analyze the existing state of the political culture of the individual. Historical, logical, hermeneutic, axiological, humanistic, complex, structural-functional, synergetic, logical-semantic and system approaches are used.
In particular, the thesis defines: the main theoretical approaches to the study of the individual political culture essence and content of the. The essence of administrative principles as regulators in political culture of individual formation at the micro level, macro level and mega-level is revealed. The conceptual foundations of state management in the field of political culture under the current conditions are developed, the main aspects of the personality's political culture transformation process in accordance with the conditions of Ukraine modern social development are analyzed. The approach to the structure and functions of the political culture of individual is improved in particular next elements of the structure are defined - political consciousness, political feelings, political values, political activity and its motives, political settings, norms of behavior and functions. Also technologies of the state policy influence on the process of youth education and directions of political culture development are ameliorated by developing and implementing effective, adequate to modern requirements and challenges state policy, development of e-governance and e-democracy, attraction and activation of citizens in solving urgent social issues, establishing political relations of tolerance, political pluralism, achieving social consensus, consensus, political compromises, etc . The concept of "political culture of the person" as the goal of political socialization, its interpretation in modern political discourse is specified. Features, technologies of individual`s political culture formation in a transformational society and political culture of individual structural and functional analysis, which includes civic culture, understanding of the national idea, patriotism, which involves the formation of a civic person, the introduction of a national idea, and overcoming conflict in political culture, are revealed. The national idea is grounded as the basis of modern Ukrainian political culture, which unites citizens on the way to a common goal, is an integrative factor of social life and formulates the fundamental values and interests of Ukrainian society.
Proposals on improving the effectiveness of public administration bodies in the development of political culture in Ukraine have been made by improving the regulatory framework, formulating the principles of integration, broad involvement of civil society in this area, the introduction of modern information and communication technologies, the European system of training and retraining frames.
The ways of improving the activity of state administration bodies in the field of national-patriotic education in the context of the strategy of its reformation are determined, and directions of its improvement are proposed.
