Korkach I. Development of state finances of Ukraine in the conditions of globalization changes.

The thesis is devoted to the complex researches of theoretical, methodological and practical aspects of the development of state finances of Ukraine in the conditions of globalization changes. The scientific novelty of obtain results lies in deepen and develop of theoretical foundations, development of scientific and methodological recommendations directing at improving theoretical approaches of the economic essence of state finances in quality of the base of the social and economic development of the country, in the context of globalization changes; generalize and systematize the experience of forming state finances in countries with developed economies; determination of the directions of modernization of state finances with account the cyclicality of the development of the economy, modern macroeconomic tendencies and indicators of financial stability; development of approaches to improving the system of state finance management by the help of information and analytical ensuring. Particular attention to the research of the peculiarities of state finances in the period of counteraction the economic crisis and the destabilization of economy is given. Considerable attention to the questions of the research of the factors influencing the country’s debt to the economy as a whole and grounded of measures to stabilize of state finances of Ukraine in the context of a complex relationship between the debt policy and the degree of financial stability of the state is concentrated. The methodological foundations of financial policy as an instrument of social development are determined in it. The existing peculiarities in the organization of financial management in different countries described with the proportions of the delimitation of functions among the levels of the financial system are characterized. The directions of solving problems of development of the state financial sector in foreign countries are grounded. The main factors of ensuring the sustainability of state finances in crisis conditions and the priority innovation directions of modernization of the system of state finances are outlined. Mechanisms of innovations in the system of management of state finances on the basis of development and realization of strategic and medium-term plans of the development of state finances, the state budget of Ukraine, state target funds, state financial and non-financial corporations, as also «recharge» of budgetary regulation on the basis of the innovative condition of the Budget and Tax Codes are developed in it. The directions of modernization of legal regulation of state target programs, its will promote a systemic overcoming of a complex of problems connected with their planning, development and execution are grounded. Unified approaches to the planning of expenses to dependent on authorities of state power are worked. Practical recommendations of the main directions of modernization of state finances of Ukraine in the conditions of globalization changes are proposed. The main results of the research used by specialists from the Ministry of Finance of Ukraine, the Pension Fund of Ukraine and educational institutions.
