In the work it is systematized and critically analyzed the scientific approaches to the interpretation of the essence of the concept of "financial resources of the state", the treatment of the management of financial resources of the state, which is based on the network method of analysis of flows of financial resources, is improved, the definition of the mechanism of management of financial resources of the state is considered more deeply and its structure is created, the author's interpretation budgetary management, based on the results of the morphological decomposition of this concept, is offered. In the dissertation the place and role of budgetary management in the mechanism of financial resources management of the state are determined. The problems of formation are identified and the directions of development of budget management in Ukraine are highlighted, the scientific methodical approach to forecasting incomes of the State Budget of Ukraine has been developed on the basis of spectral analysis of periodic fluctuations of budget revenues. The scientific and methodological principles of evaluating the efficiency of the management of financial resources of the state are improved. Measures have been developed to reorganize budget management in terms of installing result-based budgeting components. The toolkit for targeting the balance of funds on a single treasury account has been developed as part of the active operations of the State Treasury on the financial market of Ukraine. The scientific approach to the formation of the configuration of state financial guarantees for loans attracted by economic entities is proposed.
