Voloshin V. Improving the mechanisms of state management of information and communication activities of public authorities

In the thesis the degree of development of a scientific problem in the foreign and domestic scientific discourse have been analyzed, proceeding of that the essence of the phenomenon of "mechanisms of state management of information and communication activity of public authorities" is specified, which is realized as an integral part of the system of state management that provides the activities of public authorities in part of fulfilling the aims and objectives of information and communication activities. The significant role of organization and legal, financial and economic, and socio-psychological mechanisms in the context of state management of information and communication activities of public authorities have been substantiated according to the following indicators: organization and legal (the indicators are: sufficiency of the legal base for effective state management of information and communication activities of public authorities, compliance with the current legislation of Ukraine in the field of public administration of information and communication activities of public authorities to the requirements of EU legislation in this field and European practice; ergonomics of the structural organization of information and communication activities of public authorities according its legally defined aims, tasks and functions; financial and economic (the indicators are: sufficiency of funding of information and communication activities of public authorities; economic effect of information and communication activities of public authorities; investment attractiveness of programs, projects, researches, communication activities, etc., implemented at the national, regional and local levels ); socio-psychological (the indicators are: planning of information and communication activities of public authorities taking into account the development of the information sphere of the society, segmentation and trends in the development of the information market, the degree of use of information and media-technology technologies in the information and communication activities of public authorities, the conformity and competence of public authorities in the context of information and psychological operations and wars; motivation of public officials to respect moral and ethical standards in the field of information and communication activities in public authorities).The directions of improving the information and communication activities of public authorities, the main of which are: implementation of the experience of e-government management in Germany, South Korea and Singapore. The recommendations for improving information and communication activities of public authorities are defined and substantiated in the context of: a) determining the possibilities of implementation in the system of state management of Ukraine the practice of the world leading countries for electronic management; b) distribution of information and communication risk management practices in state authorities; c) cyber-professionalization of public officials.
