Essay

The dissertation provides a detailed description of the constitutional foundations of local self-government in Poland, Hungary and the Czech Republic, as well as ways to use the experience of these countries within the framework of reforming the territorial organization of the government in Ukraine. The features of the system-functional organization of local self-government in Poland, Hungary and the Czech Republic from the point of view of the systems and models of local self-government that are used in them are disclosed, as well as the nature of the distribution of primary competence between local governments. The statement about the variability of systems and models of local self-government is justified, even within the states close to the socio-economic and political-legal characteristics. The scientific opinions on the development prospects of the system-structural organization of local self-government have been further developed. A several of recommendations on the reform of local self-government in Ukraine have been formulated, taking into account the experience of such reforms in Poland, Hungary and the Czech Republic.
