The socio-economic essence and investment nature of the financial support of education processes are summarized; the significance of the participatory concept of lifelong learning system financing is proved; the forecasting of the volume of extrabudgetary funds for the education is proposed; the optimal distribution system of financial support structure for the development of the lifelong learning system is formed; the influence of the lifelong learning system financial potential on indicators of the socio-economic development of Ukraine is estimated; stakeholders engagement level in the financing of the region's educational needs is performed; regional strategies transition to participatory financing of the education is developed.
