In the thesis, the complex scientific research of processes of the perfection of the organizational-legal mechanism of the state management by providing public order by territorial units of the National Police of Ukraine is carried out. The theoretical approaches to the research of aspects of ensuring public order are analyzed, the conceptual principles of the reformation of the territorial units of the national police are generalized, and the legal and regulatory principles of ensuring public order are studied. The suggestions on making adjustments to the legislative and regulatory acts concerning the use of the terms “civil order”, “public order”, “situation center”, an automated information-analytical system “Safe city” are substantiated.
There is suggested a method to use in the police work called “Community Policing”, which is aimed at solving the community problem, which can strengthen and reliably provide public security and order, as well as become the basis for further development of the society. In the work of the police, it is necessary to pay more attention to those aspects that are important for people in their everyday life, and enable the inhabitants to feel safe in their place of residence, work, rest, etc. Moreover, the introduction of preventive methods of police work, which are possible only with the cooperation of the community with the police, efficiently impacts both on the level of public security and the attitude of citizens themselves towards the police.
In cooperation with representatives of civil society and European Union Advisory Mission experts, a joint Sambir experiment was prepared and implemented, which was to change the principles and approaches to the work of law enforcement officers in order to respond more quickly and more effectively to citizens’ reports of crimes and offenses. The so-called “Sambir model” of police structure and function was developed and implemented, which became the beginning of the formation of a high-quality law enforcement service, the process of practical introduction of new approaches in ensuring public safety and order has been initiated. There were elaborated ways to multiply the experience of introducing new practices into the police activity at the regional level for establishing the qualitative law enforcement service in small towns, districts and rural areas of Ukraine.
The organizational and legal mechanisms of ensuring the safety of citizens in Sweden are studied. Separate mechanisms for making managerial decisions by the units of the national police for the effective maintenance of public order in Ukraine are revealed. The necessity of developing a new model of protection of public order in Ukraine, which should be based on the best European practices, is proved. There is suggested to insert into the basis of a new model of public order protection the so-called “Scandinavian approach”. It is proposed to adopt the National Police Development Strategy for 2018 – 2020.
There are given innovative approaches to improving the organizational and legal mechanisms of public administration by providing public order by territorial units of the National Police of Ukraine through the introduction of the author’s structural and logical scheme for the creation of a typical public security provision center. A single conceptual approach to the system of measures providing public order, forecasting, and prevention of threats, mitigation of their negative consequences, monitoring of their prevention and elimination, has been developed. It provides an opportunity to create a differentiated system of measures for ensuring the safety of the individual, society and the city as a whole.
The approaches to multiplying the experience of implementing new practices in the police work at the regional level for introducing quality law enforcement services in small towns and rural areas of Ukraine are developed. The ways of creating a typical public security provision center are suggested on the example of a situation center of the Main Directorate of National Police in Lviv region. The conceptual principles of constructing an automated information-analytical system “Safe city” and a law-enforcement system for ensuring public safety in general are proposed.
