Essay

The object of the study is the development of local self-government in the process of democratization of the Cenral-East Europe countries. The subject of the study is the experience of reforming the local government of Poland and the potential for its implementation in Ukraine. The results of a systematic and complex exploration of the establishment and development of local governance of Vishegrad 4 states are shown in the Dissertation, with a special focus рut on Poland. Both positive and negative Polish experience is touched upon in the establishment and development of local governance, which allowed to develop a systematic analysis of the topic, as well as to reach the conclusions in the abovementioned direction, make the relevant conclusions and develop specific recommendations for the similar endeavours in Ukraine. The dissertation is developed using systematic, comparative, institutional analyzes, structural-functional method, transformational and situational approaches, as well as the method of expert interviews. The comparison of conceptual, organizational, legal and institutional foundations of the systems of local self-government of the countries of Central and Eastern Europe has been compared, and the essential characteristics of the four local self-government systems have been identified. The main provisions and conclusions of the study can be used by think tanks and state structures in implementing measures to improve the efficiency of local self-government in the process of reforming it and improving the regulatory framework, as well as for the preparation of scientific works, manuals, textbooks and special courses on political science, public administration and other disciplines in higher education institutions.
