Dissertation on the receipt of scientific degree of candidate of economic sciences of specialty 08.00.04 is Economy and management enterprises (after the types of economic activity). The theoretical base of economy and management building objects abroad is an investment theory of cost of life cycle that requires complex consideration of the stages of planning, building and exploitation of building and building. A management investments in building objects can examined and wider – from the point of view of general assets of proprietor, distinguishing for the subject of ménage corresponding their part as objects that is subject to the management on all stages of life cycle. A management maintenance and exploitation of object comes true, examining him as material assets or real estate, created, using the methods of management maintenance of object as a technical system and methods of management exploitation as by rational organization of the use of him consumer properties. The theoretical ground of the new going is in-process carried out near the strategic management of maintenance of dwelling-houses by building-operating enterprises, in particular: new methodical positions are worked out and practical recommendations in relation to the evaluation of the state and cost of housing objects. Expediency of introduction is first distinguished and reasonable in tariff politics of building-operating enterprises of the specialized investment constituent for the proprietors of apartments and houses, managing companies, building-repair enterprises, that provides the operating phase of housing objects and efficiency of their use on the draught of life cycle of object and post suitable period . The inculcated author determines practical essence of research by the economic and administrative tool of forming from the "kernel" of open InfoBase of data repair – building products, works, services and those actual market prices. Such base can be extended in the future on all building products and all regions, creating to the same the possibility of general distribution of innovative technologies of BIM with a corresponding effect. The innovative methodological providing of rational maintenance, setting of norms and planning of charges offers on levels from typical building to the separate elements of houses. In particular, for the estimation of necessary charges on major repairs of typical apartment dwellings houses depending on their physical wear a econometrical model was worked out. For the estimation of the economic wearing out there were offer methods of determination of index of the state of building of FCI, and also other methods of group estimation, that, unlike a physical wear in percent’s, determine the percent of loss of cost of object. For setting of norms and planning of maintenance and major repairs their international classification adapted to the terms of Ukraine offered on the different structural elements of houses. The methods of estimations of the state of housing fund are improved, that allowed to work out investment suggestions in relation to providing of the necessary financing of maintenance and maintenance of dwelling-houses in the conditions of limit resources of building-operating enterprises. Suggestions are taken to the fundamental conclusion about impossibility of renovation of housing fund without the change of patterns of ownership on houses and to the search of possibilities of rationalization of charges on maintenance and repairs. An offer project of application of informative design of building (ВІМ) is for the optimal management of major repairs, modernization and reconstruction of typical dwelling houses and improvement of management their further maintenance the programs. Reasonably, that the use of BIM- of technology does the program of major repairs and modernization optimal (the amount of project errors is erected until about a zero). Transparent (a project and all stages of his realization are at any moment accessible for control from the side of both performers and habitants, leaders of local organs); economically counted (after a model there is an exact estimate that easily changes at adjustment of project). Allows well to organize repair works and supplies of site area materials, exactly to specify all mutual relations with suppliers; rationally to manage the stage-by-stage financing of works; to control a progress chart. On completion of works, all information remains in the informative model of building (electronic passport of object) and used in further maintenance and exploitation of house.
