Essay

The dissertation is devoted to the study of by-laws in the field of nuclear power, their place in the general system of normative legal acts, the peculiarities of the corresponding legal regulation, and the development of proposals for its improvement. The author's interpretations of by-laws and by-laws in the field of nuclear energy have been developed; their essential features are considered, the classification is carried out. The ways of improvement of by-laws are proposed, in particular: the necessity of constant system modernization and updating in accordance with the real state of nuclear energy; harmonization of terms with definitions of international legal documents, as well as normative activity of departmental bodies, elimination of duplication of their powers; the delineation of the content and form of the rules and standards that regulate the safety of the NPP, which necessitates the establishment of differences between them and their specifics. It was clarified that one of the problems of regulatory regulation in the field of nuclear energy is the existence of the normative base of the former USSR; some obsolete existing technologies with up-to-date technical developments, incompleteness of their use to the recommendations of the IAEA.
