Essay

The dissertation aimed to systematize theoretical foundations and to propose practical recommendations for the development of modern methods and mechanisms of state regulation of river transport in Ukraine. Different approaches to the definition of "state regulation of river transport" have been analyzed and became the basis for the formation of personal vision. Foreign experience in river transport regulations has been examined to conclude that in European countries and the USA the system of state regulation of river transport is being constantly improved. In particular, the system in these countries is aimed at the centralization and concentration of transport activity. The study of the dynamics of river transport showed that since the independence of Ukraine, the intensity of passenger (7.5 times) and freight (3.3 times) of river transport has sharply decreased. Not all internal waterways of the rivers of Ukraine correspond to the safety standards of navigation. Only a little more than half of waterways (57%) have the depth required for navigation. In the context of regionalization, it is proposed to create special state regulators of river transport - the State Basin Administrations, which should carry out state policy in the field of river transport. The priority directions of improvement of state regulation of river transport are revealed. The economic model of optimization of work and effective development of river transport of Ukraine is proposed. It takes into account such main directions as: state regulation; competition in the market of transport services; integration processes; informatization of the transport process.
