In the dissertation the essence and content of public environmental management are defined. The conceptual provisions of the formation of organizational and economic mechanism of public environmental management are generalized and deepened. The theoretical and methodical approach to institutional provision of public environmental management has been improved. The current state and problems of public environmental management in Ukraine are analyzed. The factors influencing the development of the national system of public environmental management are determined and systematized. The strategic priorities of the development of public environmental management are substantiated. The tools of organizational and economic mechanism of public environmental management are improved. The system of financial support of public environmental management has been improved.
