Essay

The dissertation presents a theoretical generalization and a new solution of an important scientific and theoretical task that is to justify the theoretical foundations of strategic communications’ system as an integral part of modern state governance and the modern mechanism of raising the efficiency level of state power in Ukraine, as well as its ability to further democratization under conditions of confrontation with aggressive external influences. In particular, the paper determines the role of the communicative component in the system of state authorities as the leading functioning principle of democratic and effective interaction of state bodies and civil society institutes, as well as the instrument of state power legitimization; and its ability to unite and consolidate the society for successful counteraction the external aggression. According to the research finding the effectiveness of communicative interaction is a key condition of the democratic state existence and development, which largely depends on the introduction and application of strategic communication mechanisms in public administration as a separate strategic direction of state policy. In this case, the concept of "strategic communications" is proposed to be considered not only as a classical communicative act, but also as a public dialogue, which is formed on the basis of historical, mental and socio-cultural peculiarities of society. On the basis of the analysis of the state bodies’ functional powers in the field of communicative interaction, a conceptual matrix of communicative interaction between state bodies and the public is proposed. It consists in the introduction of the "subject-subjective" model of interaction in the law-normative, functional-competent, procedural-regulatory and informational-communicative planes and at the same time at the international, state, interinstitutional and personal levels. This allows the system of state governance develop in a democratic way – to acquire the signs of democracy, openness, transparency and solidary social interaction and partnership with civil society.
