In the dissertation research the mechanisms of state regulation of electronic access to public information and open data for the first time were substantiated theoretically, problems of introduction of electronic access to public information and open data in public administration bodies for their further solution were identified through the improvement of state regulation in this sphere. As well as the development of scientific- practical recommendations to public authorities and local self-government bodies to ensure the use of electronic access to public information and open data. The legislation of Ukraine and the European Union and the terminology that was found generally accepted standards and was analyzed. The main problem issues and shortcomings of the existing terminology are defined and are suggested taking into account the best European and American practices of the definition of “public information”, which will include socially important information that exists in executive bodies and other entities of power, not only in documented form. The definition of “electronic access” was first provided and the definition of “open data” improved, taking into account existing European approaches to understanding the concept. It is proposed to equalize in the right to access public information a physical and legal person that will simplify, accelerate and unify information processing information processing for the authorities and increase the quality and efficiency of obtaining information by the applicants. The organizational and regulatory mechanisms for combining the procedures for reviewing requests for access to public information and appeals of citizens and legal entities, which, in contrast to existing ones, allow for a significant reduction of the processing time, the number of persons processing and unifying approaches to processing and storage requests (appeals) of both physical and legal persons. The system model of electronic access to public information and open data legal regulation was developed; a model of the interaction system between authorities on the organization of electronic access to public information and open data, citizen appeals and electronic services. There have been offered practical recommendations for state authorities, which are subjects of legislative initiative and whose competence is development of the legislative and regulatory provision of public information with restricted access.
