Kirova M. Institutional maintenance of ecological safety vital activity of urban population

The thesis is devoted to actual scientific issue to deepen the theoretical and methodological basis and development of practical recommendations to improve the institutional maintenance of ecological safety vital activity of urban population and safety status assessment indicators. The conceptual basis of institutional maintenance of ecological safety vital activity of urban population is formed and the conceptual idea of institutional provision of ecological safety human vital activity, which consists in allocating the local level (level of territorial communities) in the hierarchy: global, regional and local security, which is most connected with types of land using, is substantiated. The logical-essential model of the process of institutionalization of the system of ecological security at the level of communities is developed. The system of indicators of the effectiveness implementation of ecological safety vital activity of urban population measures, in particular, is complemented by indicators such as trends in anthropogenic loading of the territory, ecological stability and ecological danger of land using. The scale of the characteristics of the ecological danger of land use based on the ecological risk factor (ecological danger coefficient) as an indicator of changes is improved. Methodical approach for assessing the effectiveness of institutional and managerial measures to reduce the level of ecological danger of vital activity, which affects the health of the population; the model of the Municipal Cadastre of Land Using of an Area Planted with Trees, which includes: block No. 1 – the coordination of the components and elements of the Municipal Cadastre with the State Land Cadastre and block No. 2 – the actual independent components and elements of the Municipal Cadastre; classification of land for functional use in cities in order to assess the state of ecological hazards and the significance of the ecological stability and points of assessment of anthropogenic loading of land use are further developed. Institutional and economic instruments for regulating the ecological safety of vital activity of urban population are proposed.
