Motrechko V. The organization of local self-government subjects activities concerning youth policy realization

The thesis is dedicated to the solving of an actual scientific problem which lies in theoretical and methodological grounding of modern trends in the improvement of local self-government subjects activities while the youth policy at the local level is realized. The content of conceptual and categorical apparatus of public administration scientific field is widened in the sphere of youth policy by the way of more precise definition of “youth socialization”, “youth policy at the local level”, “means of local self-government subjects influence on youth policy development”, “activity organization” notions. It’s established that the role and the place of youth in the process of youth policy development and realization must be cardinally changed. Young people as well as their units must be seen by local authorities not only as youth policy objects but be involved as active members (subjects) for its improvement. As a result of the research the role of local self-government in the sphere of youth socialization in already formed communities, each of them is characterized by their own special features (culture, tradition, religion, politics, economics, social sphere, law etc.), is defined. Every society is unique in it’s own way and young people have to overcome many barriers to integrate into it. They are the bodies of local self-government that are delegated authorities contributing to youth socialization processes locally. This process is also described in the thesis. The scientific approaches in defining institutional and normative and legal bases of local self-government subjects activities in Ukraine while forming and realizing youth policy are regulated. The peculiarities of administrative structure of local self-government representative bodies functioning are exposed in the thesis. Their activity is focused on youth policy development and realization, corresponding target programs approval, activities realization, providing services. The analysis of foreign, mostly West European administrative experience in this sphere is made. The recommendations are proposed that are able to improve the youth policy national model. The theoretical grounding is given to prospective trends in local self-government subjects and their structural subdivisions activities improvement that are occupied with children and youth issues. In particular new forms of their functioning are defined, the necessity of wherein said structural subdivisions to be united into integrated departments of local self-government of Ukraine is proved. The ways in organizing administrative mechanism improvement by involving centers providing administrative services and widening the list of administrative services solving youth problems at local level are proposed. The candidate for a degree has given the grounding for the necessity of engaging of young people in representative bodies of local self-government functioning and the scheme of engaging perspective young people in public administration system at the local level is developed. The forms of foreign administrative experience adaptation by local self-government subjects in Ukraine while state youth policy realization is defined.
