Marchenko M. Constitutional and legal regulation of the participation of the head of state in the legislative process

The thesis is devoted to clarifying the content and legal nature of the legislative process as a version of the legal process and a comprehensive study of the constitutional and legal bases for the participation of the head of state in it. The author’s understanding of such definitions as «legislative process», «legislative process», «law enforcement (implementation)» process, «subject of the law of legislative initiative», «promulgation of the law», «publication of the law», etc., as well as a distinction has been made between the above-mentioned related concepts. It is noted that the definition of «legislative process» should be understood in two dimensions – narrow and broad. In addition, the proposed and content is completely new, hitherto unknown to the domestic legal science, legal categories – «Vetting Act» and «legislative contrasification».
